You can learn how to do wallpapers here in the Sandbox thread and the Anime Pictures Dump. Paintshop Pro 9 or higher and Adobe Photoshop will both work well to start you making wallpapers. Its all trial and error with the brushes, pens, overlays, and filters. Good luck and I hope that my information helped. ^^ Have a wonderful day.

Oh, there are also groups that can help you learn how to make wallpapers... you'll have to look for them in the groups section though. Making wallpapers takes some time and some effort, so just take your time and try things out. If you worry about your wallpaper, submit it to the Sandbox. People will comment on it and help you make it better and give you tips on how to fix things. ^^ After you finish it, submit it to MT and that's it.
